Bhalla disburses Rs 80 lakh relief among flood, rain hit people of Samba


SAMBA: Minister for Revenue, Relief and Rehabilitation Mr. Raman Bhalla has asked the District Development Commissioners to display sign boards in their respective offices mentioning the prescribed time for disposal of various revenue related problems of the people adding that there was an urgent need to make awareness among the people about the provisions of Public Services Guarantee Act (PSGA) which entitle them to receive public services in a prescribed time frame .
This was stated by the Minister while addressing a large gathering after disbursing relief cheques worth Rs. 80 lakh under State Disaster Response Fund (SDRF) to 2500 flood and rain hit families of the district, here today.
Member Legislative Assembly Mr. Yashpaul Kundal, Vice Chairman, Schedule Caste Advisory Board Mrs. Swaran Lata Bhagat, District Development Commissioner, Mr. Mubarak Singh, Additional Deputy Commissioner, Mr. R C Sharma besides Chief Planning Officer and Assistant Commissioner Revenue were present on the occasion.
The Minister informed the government has introduced the new Law that entitles people to time bound services and ensure efficient functioning of PHE, PDD, CAPD, Revenue, H&UDD and Transport departments, . He said the Act also provides for punishment in the form of fine to the officials who fail to meet the prescribed time frame. He said instructions were issued to ensure the implementation of PSGA in letter and spirit, making it clear that no laxity would be tolerated on this account.
Regarding distribution of relief to flood hit and rain affected families of the both the regions, Mr. Bhalla said Government has released Rs. 6 crore for distribution of relief under SDRF among the affected families whose houses were fully or partially damaged or those who lost crop and livestock in the rains on August 11, 12 and 13, 2011 .
Regarding regularization of camp and non camp basties of Samba district, the Minister informed that Government has already regularized 16-camp and non-camp basties of the district adding that left out would be regularized soon after completion of revenue formalities. He said the Central Government, headed by UPA chairperson, Sonia Gandhi and Prime Minister, Dr. Manmohan Singh is fully aware of refugees (DPs) hardships and making all out efforts to mitigate the same in a phased manner. He said the Government has submitted a proposal of Rs. 1775 crore package to the centre so that the problems of the displaced families of 1947, 1965 and 1971 could be resolved once a time.
The Minister informed that for raising the socio-economic condition of the DPs, the Centre Government has approved Rs. 49 crore package for distribution of land deficiency compensation adding that out of which Rs. 27 crore has already been distributed among the entitled families by arranging public darbars in their respective basties.
For facilitating the displaced families, Mr. Bhalla said Government has enhanced compensation from Rs. 25000 to Rs. 1.50 lakh. He asked the left out families to approach the revenue officers for land deficiency compensation.
For providing relief to drought hit families of 2009, the Minister said Central government has provided Rs. 2.54 crore for this purpose. He said Government has distributed relief among the affected farmers after submitting assessment report by Revenue Officers by arranging public darbars. He asked the left out families to approach the Revenue Officers for relief of their losses.
